Yes it can be, and depending on your beliefs it can be a different kind of cleansing. For pagans who celebrate it as the new year it can be a time to ';wash away'; the negative and start anew. For Catholics who celebrate All Saints and Souls (All Hallows) it is a time to pray for the cleansing or forgiving of the souls in purgatory. I haven't heard very many people use the term ';cleansing'; in relation to Halloween, but it can apply.
